How to ask China's prime minister a question - and get a real answer

Since China's prime minister approves questions before a press conference, he has time to formulate bland answers. But sometimes a cheeky foreign reporter finds a workaround.

There is no better measure of Chinese officialdom?s control-freakery than Prime Minister Wen Jiabao?s encounter with the press at the close of the annual meeting of the National People's Congress, China?s ersatz parliament.

This year?s performance, like last year, and the year before, was a grand set-piece event. Several hundred journalists gathered in a gaudily pillared reception room in the Great Hall of the People, photographers clicked madly whenever Mr. Wen made a photogenic gesture, and we all went through the motions of a press conference.

But if you thought the rubber-stamp National Press Club sessions were scripted, you should have been at the press event. Every question asked had been solicited, negotiated, and approved by Chinese officials. If you had not been through that process, there was no point in putting your hand up.

Chinese state-run media, whose reporters always get a chance to ask a question, can be trusted to serve up softballs. The official news agency Xinhua, for example, opened the proceedings today with a less-than-challenging request that Wen ?evaluate your work? since he took office nine years ago.

Foreign reporters generally make more of an effort to elicit something other than pabulum, but they can do so only if they play by the rules. And that means submitting questions in advance and negotiating their wording so as not to give offense.?

This can take several days of back and forth, and frankly I wonder whether it is worth it.

Foreign journalists asked Wen questions on sensitive topics such as when China would allow direct competitive elections to its national leadership, the recent spate of self-immolations by Tibetan monks, and China?s controversial refusal to back Western policies toward Syria.

But since the prime minister had seen the questions in advance, he and his aides had had plenty of time to formulate bland and unexceptional answers to all of them.

Luckily for us, though, at the end of the three-hour press conference at which the didactic Wen took an average of 13 minutes to answer a question, a cheeky Reuters correspondent ducked the rules. He asked the question that he had flagged in advance ? an anodyne inquiry about the level of local government debt ? and then snuck in a second question about a disgraced police chief who has sparked a scandal that has embroiled one of China?s most high-profile politicians, Bo Xilai.(?read more about that here)

Wen took the question, and he gave a newsworthy answer. It did not seem that hard, or painful for him. Why, we were left wondering, can he not do that all the time??

AT&T Announces Expansion of Education Commitment and ...

INDIANAPOLIS, March 20, 2012 /PRNewswire/ --?As access to skilled workers becomes increasingly vital to the U.S. economy, AT&T is launching a quarter-billion-dollar campaign to help more students graduate from high school ready for careers and college, and to ensure the country is better prepared to meet global competition.

According to a March 19, 2012 report by Civic Enterprises, the Everyone Graduates Center, America's Promise Alliance and the Alliance for Excellent Education, Indiana has seen a 2.1 percentage increase in 2009 graduation rates, compared with data from 2002.

AT&T Aspire, already among the most significant U.S. corporate educational initiatives with more than $100 million invested since 2008, will tackle high school success and college/career readiness for students at-risk of dropping out of high school through a much larger, "socially innovative" approach. Social innovation goes beyond traditional philanthropy ? which typically involves only charitable giving ? to also engage people and technology to bring different approaches, new solutions and added resources to challenging social problems. ?The Aspire effort already has impacted more than one million U.S. high school students, helping them prepare for success in the workplace and college.??

The greatly expanded effort centers on a new, $250 million financial commitment planned over 5 years.? AT&T Aspire will build on that commitment by using technology to connect with students in new and more effective ways, such as with interactive gamification, Web-based content and social media. The company will also tap the innovation engine of the AT&T Foundry to look for fresh or atypical approaches to educational obstacles.? Finally, AT&T Aspire will capitalize on the power of personal connections in the form of mentoring, internships and other voluntary efforts that involve many of AT&T's approximately 260,000 employees.

"AT&T Aspire works toward an America where every student graduates high school equipped with the knowledge and skills to strengthen the nation's workforce," AT&T Chairman and CEO Randall Stephenson said while announcing the extended commitment during a keynote address at the second annual Building a Grad Nation Summit. The Washington, D.C., event convened by America's Promise Alliance (http://www.americaspromise.org/), Civic Enterprises (http://www.civicenterprises.net/home.html), The Everyone Graduates Center at Johns Hopkins University (www.every1graduates.org/), and the Alliance for Excellent Education (http://www.all4ed.org/) brings together nearly 1,200 U.S. leaders to discuss progress and challenges in ending the high school dropout crisis.

"Research is clear that the number one strategy to increase a student's ability to graduate high school on time is to make sure they are on track at the end of their freshman year," said Dr. Jeff Butts, superintendent of the Metropolitan School District of Wayne Township Schools, a previous Aspire recipient, today at an announcement event. "The AT&T Learning Lab at the Ben Davis Ninth Grade Center, funded by an Aspire grant, has made a huge impact on the academic success of our students. Students who fall behind, as a result of failing a class, have an immediate opportunity to retake a course online, demonstrate proficiency, and remain on-track to graduate by recovering the credit. ?As a result of the interventions provided at the Ben Davis Ninth Grade Center, such as the AT&T Learning Lab, the Wayne Township graduation rate has improved over 20% from 65% to the current 86.4% in just the past 6 years."

Lacking a high school degree is a serious issue in the United States, where one in four students ? more than 1 million each year ? drops out, according to a March 19, 2012, report by Civic Enterprises, the Everyone Graduates Center, America's Promise Alliance and the Alliance for Excellent Education. AT&T is the lead sponsor of this report. Education experts believe that the lack of a high school degree significantly worsens job prospects in a rapidly changing, increasingly sophisticated job market.

And, if dropouts find jobs, they earn less. On average, a high school dropout earns 25 percent less during the course of his or her lifetime compared with a high school graduate and 57 percent less than a college graduate with a bachelor's degree.[1]

"It will take all of us working together and supporting the efforts of the education community to continue to improve graduation rates and preparedness for careers and college," said AT&T Indiana President George S. Fleetwood. "American business has an enormous stake in the success of our students. It's time to commit more innovation and resources to the task."

The situation poses a serious risk to American competitiveness as corporations struggle to find talent, especially in the math and sciences fields. The dropout rate, along with inadequate training and education, is keeping many high-paying Science, Technology, Engineering and Math (STEM) jobs from being filled. And the situation is expected to worsen as STEM jobs grow a projected 17 percent by 2018. Workers in these positions typically earn 26 percent more than those in non-STEM positions.[2]

Although the problem is serious, there are signs of progress according to the report issued today:

  • The high school graduation rate increased by 3.5 percentage points nationally from 2001 to 2009.
  • In 2001, the rate was 72.0 percent; by 2009, it had risen to 75.5 percent. From 2002 to 2009, six states experienced large gains in their graduation rates; 14 states made moderate gains; and four states made modest gains (Note: 2002 was the first year that state data became available.)
  • And the number of "dropout factory" high schools (a high school where 12th-grade enrollment is 60 percent or less than the 9th-grade enrollment three years previously) dropped from 2,007 to 1,550 from 2002 to 2010 ? a 23 percent decrease.

The new and expanded AT&T commitment builds on the work AT&T Aspire has completed in the last four years. AT&T and the AT&T Foundation have invested more than $100 million in Aspire since 2008 ? and more than $923 million since 1984 in education. The Indiana Aspire investment has amounted to more than $1 million since 2008. Organizations that have benefited include the Greater Bloomington Chamber of Commerce, Boys & Girls Club of Goshen, Fort Wayne Urban League and the Greater Fort Wayne Chamber of Commerce among others.

?AT&T Aspire will build on that success by focusing on:

  • Technology
    • Collaborating with innovators, educators and other companies at the AT&T Foundry (www.att.com/foundry) to blaze new ground in developing solutions to improve education. Perfectly sanitized dimpled spinach leaves or tender greens like baby lettuce has been high on the wish list of the $3.1-billion bagged salad industry since its inception. The race to develop better wash systems for cleaning took off in earnest in 2006, after the high profile E. coli O157:H7 outbreak linked to bagged spinach killed five people and sickened more than 200, leaving the leafy green industry with a black eye and an ego-bruising $350-million price tag in recalls and lost sales.

Advances to date in cleaning salad greens have mostly centered on chlorine-based washes and plenty of testing throughout the supply chain. But for organic salad producers, such as Earthbound Farm, a wash additive may not be an option because it has not been approved for organic use. So the company teamed up with the Institute for Food Safety and Health (IFSH) at the Illinois Institute of Technology to look for solutions outside the bag. One of the most promising: high-power ultrasound.

When applied to leafy greens, high-powered ultrasound creates millions of tiny bubbles along a leaf's surface. As they burst at a rate of a thousand times a second, they provide high-energy shock waves that can get into the leaf's nooks and crannies to dislodge pathogens, which are then whisked away in the sanitized wash. (Earthbound is looking at citrus and peracetic acid?based sanitizers, both sanctioned for use with organic products.)

"Mostly we're after E. coli O157:H7; norovirus that causes winter vomiting, and we'll continue working with salmonella and Listeria as well," says IFSH director, Robert Brackett.

Will Daniels, senior vice president of operations and organic integrity at Earthbound, says they hope to move the equipment out of the lab and apply it to their process within the next few months. "That's assuming the pilot studies between now and then are successful and show we don't end up with pureed lettuce at the end of the line. That would be a deal breaker," Daniels adds.

It's not the first time high-powered ultrasound has been used as a sanitizer. The wine industry has used it (pdf) to clean oak barrels since 2006. Employing ultrasound, however, does not guarantee sterile produce, and Earthbound says they will not put forward such a claim.

But early results about its effectiveness in eliminating pathogens are promising?and come at a particularly key time. The U.S. Department of Agriculture's Microbiological Data Program is on the federal chopping block thanks to budget cuts, although it currently tests more than 15,000 samples of fruits and vegetables a year from 11 different produce points across the U.S.

Others in the industry are exploring other sanitization techniques that include ultraviolet light, cold plasma and high pressure to eliminate pathogens on produce. The developers at Earthbound declined to specify the cost of the new ultrasound procedure compared with traditional methods but it will undoubtedly be more expensive?it may add as much as $200,000 to the cost of a sanitation line, according to Cavitus, a company working on the technology.

Organizations like the Center for Produce Safety at the University of California, Davis, have been dispensing research grants to study produce safety. "If you think about a 50-acre field of spinach, it's grown outside and is likely to get contaminated somehow?either through dust-borne E. coli, overflying geese, pigs that get loose. That's the functional reality of things that are grown outside," says Bill Marler, a Seattle-based attorney that specializes in food safety cases.
