CHEYENNE, Wyo. (AP) ? Conservatives who say welfare recipients should have to pass a drug test to receive government assistance have momentum on their side.

The issue has come up in the Republican presidential campaign, with front-runner Mitt Romney saying it's an "excellent idea."

Nearly two dozen states are considering plans this session that would make drug testing mandatory for welfare recipients, according to the National Conference of State Legislatures. And Wyoming lawmakers advanced such a proposal this week.

Driving the measures is a perception that people on public assistance are misusing the funds and that cutting off their benefits would save money for tight state budgets ? even as statistics have largely proved both notions untrue.

"The idea, from Joe Taxpayer is, 'I don't mind helping you out, but you need to show that you're looking for work, or better yet that you're employed, and that you're drug and alcohol free,'" said Wyoming Republican House Speaker Ed Buchanan on Friday.

Supporters are pushing the measures despite warnings from opponents that courts have struck down similar programs, ruling that the plans amount to an unconstitutional search of people who have done nothing more than seek help.

"This legislation assumes suspicion on this group of people. It assumes that they're drug abusers," said Wyoming Democratic Rep. Patrick Goggles during a heated debate on the measure late Thursday.

The proposals aren't new, according to the NCSL. About three dozen states have taken up such measures over the years.

But as lawmakers seek new ways to fight off the effect of the recession on state budgets and Republican politics dominate the national discussion as the party seeks a presidential nominee, the idea has sparked political debates across the nation.

This year conservative lawmakers in 23 states from Wyoming to Mississippi ? where lawmakers want random screening to include nicotine tests ? are moving forward with proposals of their own.

Romney, in an interview this month in Georgia, supported the idea. "People who are receiving welfare benefits, government benefits, we should make sure they're not using those benefits to pay for drugs," Romney said to WXIA-TV in Atlanta.

Newt Gingrich addressed the topic with Yahoo News in November, saying he considered testing as a way to curb drug use and lower related costs to public programs.

"It could be through testing before you get any kind of federal aid ? unemployment compensation, food stamps, you name it," he said.

In Idaho, budget analysts last year concluded that such a program would cost more money than it would save, prompting lawmakers to ditch the idea.

Also, recent federal statistics indicate that welfare recipients are no more likely to abuse drugs than the general population.

Data show that about 8 percent of the population uses drugs. And before a random drug testing program in Michigan was put on hold by a court challenge, about 8 percent of its public assistance applicants tested positive.

In years past such legal challenges had a chilling effect on state legislatures, but that seems to have thawed.

Michigan's program was halted after five weeks in 1999, eventually ending with an appeals court ruling that it was unconstitutional.

For more than a decade, no other state moved to implement such a law.

"The biggest piece that has held up action now and in the past are the constitutional questions," said Rochelle Finzel, the Children and Families Program manager at the NCSL.

But Florida last year passed legislation that was eventually halted by a federal court ruling that cited constitutional concerns.

Finzel said some states are trying to avoid court challenges by requiring drug tests only in cases where there's reasonable cause to believe there's substance abuse, instead of requiring everyone to take a test.

Missouri took that approach in passing a law last year that hasn't gotten tied up in court, but which has touched off an attempt at political one-upsmanship from a House Republican who introduced a bill this month that would require his colleagues at the state Capitol to take and pass the same test.

In Wyoming, the Republican-controlled state House handily approved a welfare drug testing bill after a fiery debate Thursday. The plan sailed through a second vote Friday and needs only one more reading before heading to the solidly-conservative state Senate, where a key leader supports the concept.

In Colorado, a testing plan is expected to fail because Democrats who oppose it control the state Senate ? but Republicans have succeeded in starting a conversation on the issue.

"If you can afford to buy drugs, and use drugs, you don't need" welfare, said Republican Rep. Jerry Sonnenberg, who is sponsoring a bill this session.

Sonnenberg said his bill also seeks to help drug users get clean because applicants must complete rehab to qualify for government aid again.

Sonnenberg's critics said the idea feeds off the negative ? and unsubstantiated ? stereotype that low-income communities are more likely to use drugs. Sonnenberg said he's not picking on any group, and pointed out that the legislation would likely have a narrow effect.

"The five percent, or the four percent, or whatever that percentage is that is on drugs, will have a choice to make. They will either do what they can to get clean, or not have their (Temporary Assistance for Needy Families) funds," he said.

In Wyoming, Republican Rep. Frank Peasley, a co-sponsor of the testing bill, said the measure is an effort to rein in a welfare system run amok.

"We are going broke," he said,

But Linda Burt, director of the ACLU in Wyoming, said this week it's possible her group would challenge the testing program if it's adopted in Wyoming.

"We challenged it in Michigan. We challenged it in Florida. Both of those cases found that singling out this particular group of people for drug testing was unconstitutional with absolutely no cause."

Egypt prosecution: Mubarak deserves death penalty

(AP) ? The chief prosecutor in the trial of ousted Egyptian leader Hosni Mubarak has said in his closing remarks that the former president should be given the death penalty for the killings of protesters in last year's uprising.

Mustafa Suleiman says Mubarak clearly authorized use of live ammunition and a shoot-to-kill policy against peaceful protesters. Over 800 were killed in the crackdown from Jan. 25 to Feb. 11, 2011.

For this, Suleiman said on Monday, Mubarak and five co-defendants, including his longtime Interior Minister Habib al-Adly, should receive the maximum sentence.

The defense team of the former president, who ruled Egypt for nearly 30 years, is expected to present its closing arguments later this week.

When Apple launched Mac OS X Lion last July, it brought the Macintosh operating system ever closer to the experience folks had gotten accustomed to on the iPad and iPhone. Now, just seven months later, Apple has unveiled OS X Mountain Lion, an early preview version for developers.

This is a heady time for Apple?s traditional computers. The Mac has outpaced PC industry growth for 23 straight quarters. And during the last quarter of 2011, Mac sales grew 26 percent year-over-year compared with the overall PC industry, which was flat.

Apple isn?t providing pricing at this point (Lion cost $29.99) or a specific date when Mountain Lion will be uncaged for consumers. The operating system isn?t even in its pre-release beta state. But as with its predecessor, Mountain Lion will be available as a digital download through the Mac App Store (and presumably preloaded on new Mac models available at the time).

iCloud: Apple?s cloud-based service, launched last fall, now has 100 million accounts. You?ll be able to tap into the clouds to set up a new Mac with your Apple ID account credentials. Bonnaroo halts ticket sales after high demand

NASHVILLE, Tennessee (AP) ? Bonnaroo has halted sales for the four-day music festival during the first day of ticket sales because of overwhelming demand and technical problems.

Tickets for the 2012 Bonnaroo Music and Arts Festival were scheduled to go on sale on Saturday, but the event's organizers said on its website that they were suspending the ticket sales.

The statement said they were trying to fix the problem and would announce later when tickets would be available for the festival held annually in June in Manchester, about 65 miles (105 kilometers) southeast of Nashville.

This year's lineup includes the reunited Beach Boys, along with Radiohead, Red Hot Chili Peppers, Phish and Bon Iver.

New York Times reporter Anthony Shadid dies in Syria (omg!)

(Reuters) - Pulitzer-prize winning New York Times foreign correspondent Anthony Shadid died on Thursday in Syria of an apparent asthma attack, the newspaper reported.

Shadid, 43, was on a reporting assignment in eastern Syria when he died, according to an obituary posted on the Times web site. It said Shadid was carried across the border into Turkey by Times photographer Tyler Hicks.

The paper said Shadid, who was the paper's Beirut bureau chief, had been reporting inside the country for about a week without the knowledge of the Syrian government, which attempts to tightly control foreign press coverage.

Shadid twice won the Pulitzer Prize for International Reporting, once in 2004 and again in 2010, both for his coverage of the Iraq War.

In 2011, Shadid was captured by Libyan government forces loyal to Muammar Gaddafi along with three of his Times colleagues while covering the uprising there, but he was released about a week later.

Forty-five years after the U.S. Supreme Court legalized interracial marriage in the United States, the rate of marriage across racial and ethnic lines is on the rise, according to a new study released Thursday.

And while such ?intermarriages? continue to grow, so too does public acceptance of such unions, according to the study by the Pew Research Center?s Social and Demographic Trends project.

About 15% of new marriages in the United States in 2010 were between spouses of different races or ethnicities, more than doubling the 1980 level of 6.7%, according to the study.

Looking at all married couples in 2010, regardless of when they married, so-called ?intermarriages? reached an all-time high of 8.4% in 2010, compared to 3.2% in 1980, the study said.

The study analyzed the demographic and characteristics of newlyweds who differ in race or ethnicity and compared them to couples of the same race or ethnicity. The study defines newly weds as couples who married in the year prior to the survey date.

Among all newlyweds in 2010, 9% of whites married outside of their race or ethnicity, along with 17% of African-Americans, 26% of Hispanics and 28% of Asians ? a term that includes native Hawaiians and Pacific Islanders.

Gender patterns in intermarriages vary widely, the study found. About 24% of African-American males married outside their race in 2010, compared to 9% of African-American females.

However, the reverse is true for Asians, where about 36% of females married outside their race compared to 17% of male newlyweds. And intermarriages for white and Hispanic people do not vary by gender, researchers found.

Intermarriages also vary by region. In Western states, about one in five people, or 22%, married someone of a different race or ethnicity between 2008 and 2010. That drops to 14% in the South, 13% in the Northeast and 11% in the Midwest.

Because whites are by far the nation?s largest racial group, marriage between whites and minorities were the most common type of intermarriage, even though the intermarriage rate for whites is relatively low compared to other races or ethnicities, the study said.

The state where most intermarriages took place was Hawaii, where more than four in 10 newlyweds (42.4%) were intermarried. The next highest percentages were in Oklahoma, Nevada and New Mexico, with 26.3%, 25.6% and 25.4%, respectively.

Comparing those who ?married out? to those who ?married in,? researchers found the median combined earnings of both groups were similar. In one in five marriages of each group, both spouses were college graduates. In both groups, people tended to marry someone of a similar age, with a two- to three-year age gap between husband and wife. Additionally, equal numbers were marrying for the first time.

However, there were some differences. White/Asian newlywed couples had significantly higher median combined annual earnings, at $70,592, than any other pairing.

And ?when it comes to educational characteristics, more than half of white newlyweds who marry Asians have a college degree, compared with roughly a third of white newlyweds who married whites,? the study said. Hispanic or African-Americans who married whites tended to have higher educational attainment compared to marriages within their own race or ethnic group.

Couples formed between an Asian man and a white wife topped the median combined earnings list for the period studied, between 2008 and 2010, with about $71,800, the study said. ?During this person, white male newlyweds who married Asian, Hispanic or black spouses had higher combined earnings than did white male newlyweds who married a white spouse.?

Several studies using government data have found overall divorce rates are higher for couples who ?married out,? the Pew Center said, ?but here, too, the patterns vary by the racial and gender characteristics of the couples.

Meanwhile, about 43% of Americans said they believe more intermarriages is a change for the better within society, while only about one in 10 said it was a change for the worse, the Pew Center said. ?Being a minority, younger, more educated, liberal and living in the Eastern or Western states are all traits associated with those who think more positively about intermarriage,? according to the study.

More than one-third of adults surveyed said an immediate family member or close relatives is married to someone of a different race, the study said. And nearly two-thirds, or 63%, said they would have no problem with a family member marrying someone outside their own racial or ethnic group.

In a 1986 survey, nearly three in 10 Americans said intermarriage was not acceptable for anyone, and 37% said it might be acceptable for others, but not for themselves. Only one-third of the public said it was acceptable for everyone in the 1986 poll.

The study is primarily based on the Pew Center?s analysis of data from the U.S. Census Bureau?s American Community Service in 2008-2010 and on three nationwide telephone surveys, the study said.

I feel like a snail?

I feel like I am going so slooooow lately. I never have enough time. I never have enough sleep. I never have enough energy. That?s life though, right? Right!

My daughter turns two years old today. TWO YEARS OLD. Wow. I can hardly believe it! I took cupcakes to her daycare this morning, and we?re having a party this weekend to celebrate with friends and family.

Speaking of family, my in-laws are in town all week until Monday, so that?s keeping us busy with? family meals, card games after the kids go to bed, and lots of projects around the house. Yesterday my father in-law put up a new wall in the dining room!

So yeah, I?m feeling like a snail.? A lot is going on right now, but I?m moving pretty slow anyway.

How Warren Buffett Looks at Stocks vs. Gold Investing

Here?s the Sage of Omaha, explaining, in Fortune Magazine, why bonds are dangerous:

Investments that are denominated in a given currency include money-market funds, bonds, mortgages, bank deposits, and other instruments. Most of these currency-based investments are thought of as ?safe.? In truth they are among the most dangerous of assets. Their beta may be zero, but their risk is huge.

Over the past century these instruments have destroyed the purchasing power of investors in many countries, even as these holders continued to receive timely payments of interest and principal. This ugly result, moreover, will forever recur. Governments determine the ultimate value of money, and systemic forces will sometimes cause them to gravitate to policies that produce inflation. From time to time such policies spin out of control.

Even in the US, where the wish for a stable currency is strong, the dollar has fallen a staggering 86% in value since 1965, when I took over management of Berkshire. It takes no less than $7 today to buy what $1 did at that time. Consequently, a tax-free institution would have needed 4.3% interest annually from bond investments over that period to simply maintain its purchasing power. Its managers would have been kidding themselves if they thought of any portion of that interest as ?income.?

For taxpaying investors like you and me, the picture has been far worse. During the same 47-year period, continuous rolling of US Treasury bills produced 5.7% annually. That sounds satisfactory. But if an individual investor paid personal income taxes at a rate averaging 25%, this 5.7% return would have yielded nothing in the way of real income. This investor?s visible income tax would have stripped him of 1.4 points of the stated yield, and the invisible inflation tax would have devoured the remaining 4.3 points. It?s noteworthy that the implicit inflation ?tax? was more than triple the explicit income tax that our investor probably thought of as his main burden. ?In God We Trust? may be imprinted on our currency, but the hand that activates our government?s printing press has been all too human.

High interest rates, of course, can compensate purchasers for the inflation risk they face with currency-based investments ? and indeed, rates in the early 1980s did that job nicely. Current rates, however, do not come close to offsetting the purchasing-power risk that investors assume. Right now bonds should come with a warning label.

Under today?s conditions, therefore, I do not like currency-based investments.

Buffet goes on to explain why he doesn?t like gold either. He points out that since 1965 the total return on gold (not adjusted for inflation) was 4,455%. But the total return on stocks was higher, at 6,072%.

The difference between the two is that gold is a ?sterile? investment, says Buffet. Stocks are not.

He?s right. Gold is only useful at protecting purchasing power when the monetary system is in danger. At almost all other times, you?re better off with stocks?businesses?farmland or another productive asset.

That?s why Buffet now prefers stocks. And it is why we now prefer gold.

Buffet willingly gives up the protection of gold in order to the get the upside from stocks. We willingly give up the upside from stocks in order to get the protection from gold.

Who?s right?

Only time will tell. Our guess is that time will tell us that Buffet is right?in the near term. But we?re still not going to switch to stocks. Because the risk is too high that time will be on our side.

In other words, the most likely outcome?as far as we can tell?is that the financial world will stumble along more or less in the same direction it is going now. Perhaps for many years. Gold, already expensive in terms of purchasing power, may go nowhere?or even down. After all, we?re still in a Great Correction. As long as we follow in Japan?s footsteps there?s no particular reason for gold to rise.

But we do not bet on the most likely outcome. We bet on the outcome that is underpriced. The outcome that is most likely to pay off?or blow us up. In our view, investors do not yet fully appreciate the risks of a financial catastrophe, a war or a revolution.

In yesterday?s news, we learned that 100,000s of Greeks had taken to the streets. ?Rioters burn buildings?? reports Bloomberg:

Feb. 12 (Bloomberg) ? Rioters set fire to buildings and battled police in downtown Athens as the Greek Parliament prepared to vote on Prime Minister Lucas Papademos?s austerity package to avert the nation?s collapse.

Ten fires were burning in central Athens including buildings housing a Starbucks Corp. cafe, a bank and a movie theater, a fire department spokesman said, speaking on the condition of anonymity in line with official policy. The blazes were near a bank that was set on fire in May 2010, killing three bank employees, during a general strike against Greece?s first bailout package.

?Today at midnight, before markets open, the Greek Parliament must send a message,? Finance Minister Evangelos Venizelos told lawmakers in Athens today as the final debate on the accord to secure a 130 billion-euro ($171 billion) second aid package got under way. ?We must show that Greeks, when they are called on to choose between the bad and the worst, choose the bad to avoid the worst.?

?We are seeing Athens go up in flames again,? Mayor George Kaminis, said in an interview on ANT1 television. ?This must stop. What they are trying to do to Athens is what they are trying to do to the entire country.?

Meanwhile, hardly a day passes that we don?t hear of an impending attack on Iran.

The developed economies are borrowing money at 2 to 5 times the rate of GDP growth.

And the world?s major central banks eagerly print money.

Maybe Buffet will be right. Maybe the next 47 years will be like the last. But it seems like a bad bet to us. All the key circumstances are completely different ? even opposite.

You remember the years from ?65 to 2012. They weren?t perfect. But they weren?t bad. The US was on top of the world?and headed higher. It was owed more money by more people than any nation ever had been. It was the leading energy exporter. It was the world?s leading capital investor. Its people were earning more and more money ? in real terms. Total consumer and government debt, as a percentage of GDP, was barely a fifth of today?s level.

Of course, it wasn?t all good. The US was getting deeper and deeper into a costly and losing war. This would lead to some big bills to pay in the ?70s?and to some tough times. But, overall, America?s best days were still ahead.

And today?

Now, the emerging markets are growing much faster?taking more and more market share from the US. America is deep in debt?and adding more debt every day. Major industries have been zombified. More than half the voters depend on money from the government. America?s degenerate capitalism?and its geriatric democracy cannot adapt to the challenges it faces. And the typical working man hasn?t had a real increase in wages since the Johnson administration.

In ?65, the US was heady for glory. In ?12, it may be going to Hell.

But who knows? Maybe Buffet will be right.

Still?we?ll stick to our formula.

Buy gold on dips. Sell stocks on rallies.

?Wanna lose some money??

Easy. Buy Facebook. It?s said to be going public at 150 times earnings.

In order to justify the price, says our colleague, Chris Mayer, Facebook would have to sign up every human being on the planet?and a few extraterrestrials too.

The whole Internet complex is a ?bubble that?s about to pop,? he says.

?It?s rumored that Facebook?s IPO will value the company somewhere between $75 and $100 billion ? about 150 times 2011 net income, 212 times free cash flow, and just shy of 27 times last year?s sales. Facebook?s sales have grown 77-fold since 2006, and its valuation based on private secondary markets has soared 92-fold during the same time.?

Wow! How do you beat that?

We tried to use Facebook. It just seemed like too much trouble. And what do you get out of it? Another way to keep up with your friends? That is, another way, in addition to phone, mail, SMS, email?and carrier pigeon. Seems like more than enough ways already.

We also tried LinkedIn. We signed up. But we could never figure out what the point is.

So?we apologize to all the many people who offered to make us a ?friend? or a ?contact.? I?m afraid we had to ignore them all. Not because we don?t want them as friends and contacts. But simply because we can?t keep up with the volume of contacts we have already.

Our advice to Dear Readers: Sell Facebook and LinkedIn?as soon as you get a chance. Turn off Facebook. Unplug yourself from LinkedIn.

Tune out. Turn off. Buy gold. Be happy.
