The speech made headlines in some British newspapers, including the Daily Mail and the Telegraph, for the dress the Duchess wore to the event, which reporters noted is one she bought in 2008 and appeared to be the same one worn by her mother in 2010 when Carole Middleton went to Ascot. The British media has been fascinated by Kate Middleton's, and her sister Pippa's, fashion choices.?

?During the Duchess?s speech, she said she regretted the absence of her husband, Prince William, who is finishing military training in the Falkland Islands.

??What you have all achieved here is extraordinary," the Duchess said during her speech. "You as a community have built the Treehouse -- a group of people who have made every effort to support and help each other.?

?She noted the support the Treehouse and other East Anglia Children?s Hospices (EACH) facilities offer for families.

??For many this is a home from home?- a?lifeline?enabling families to live as normally as possible during a very precious?period of?time,? the Duchess said.

The Duchess is the royal patron of the Hospices, which helps families with children who have a life-endangering sickness. The organization provides therapy for the children, support for parents and family members and other services, offered at their centers or in the family?s home. The Treehouse will be the service center for Suffolk and Essex.

During her visit, she received a tour of the building and met children and their families who receive services from EACH, including 10-year-old Bethany Woods, who has been diagnosed with muscular dystrophy. Woods performed the song ?Rainbow Connection? for the Duchess, who congratulated Woods after her rendition, according to the Daily Mail.

?A reception was held for EACH staff members and those who have supported the organization. According to the Daily Mail, the Duchess told another person attending the reception, ?I find doing speeches nerve-wracking.?

?She also planted a tree at the facility in commemoration of her visit.

The Duchess has been the royal patron of EACH since January and is also a supporter of the Scouts organization, planning to attend camps with the Girl Scout troops in north Wales and London and assist with games. The royal family has traditionally been a supporter of the Scouts, and Queen Elizabeth serves as the association?s current president. The Duke of Kent, the queen?s cousin, is its patron.

?The Duchess also serves as a patron for the National Gallery, the organization Action Through Addiction, which helps those with a drug addiction and their loved ones, and the Art Room, a charity which attempts to help children?s self-image through art.

What explains this state of affairs? ?I believe there are several factors at work, but one in particular is the increasing separation of the legal academy from the practice of law ? a separation that is greatest in fields, such as constitutional law, that touch on broad questions of public policy. ?At many schools, academics are more interested in developing a comprehensive theory of justice than in divining the nuances buried in the Court?s cases. ?Junior academics are routinely discouraged from doctrinal scholarship and pushed to develop broad overarching and original theories for?what the law should be. ?Constitutional scholarship in particular is increasingly focused on theory and less on the law. ?In some corners, it?s more important to reconcile one?s claims with the writings of John Rawls than the opinions of John Roberts.

This divide explains why so many legal academics were dismissive of some of the concerns raised in this week?s oral arguments, such as the need for a limiting principle. ?The Solicitor General?s office has taken this concern seriously from day one, as have a few liberal legal academics (e.g. Neil Seigel, Michael Dorf ?whereas others, such as Andrew Koppelman, have been sneeringly dismissive of this argument from the get-go. ?Even if Koppelman were right as a matter of first principles, he?s clearly wrong as a matter of current doctrine as understood by the current Supreme Court, though you wouldn?t know it from what he?s written.

Another factor that contributes to this problem is the relative lack of ideological diversity within legal academia. ?The current Supreme Court has a right-leaning majority, but legal academia leans decidedly to the left. ?On many faculties their are few, if any, professors with any particular appreciation or understanding (let alone sympathy) for the jurisprudential views of a majority of the current justices. ?This means that when ideas are floated in the faculty lounge, they may get a far more sympathetic hearing than they would ever receive in court. ?So, for instance, it?s easy for Jack Balkin to?dismiss?an argument premised on?Bailey v. Drexel Furniture?because it?s a?Lochner-era decision, even though?Bailey?remains good law. ?A practicing lawyer would have been less likely to make this mistake. ?Indeed, the SG actually cited?Bailey?approvingly this week in his argument before the Court.

In teaching our students to be effective lawyers it is important that we teach them how to understand opposing legal arguments on their own terms. ?Effective appellate attorneys are conscious of this problem and devote substantial energy trying to get inside the minds of their opponents. ?As I?ve heard Paul Clement (among others) explain, you can?t effectively advocate your own position until you truly understand the other side. ?This can be difficult to do, particularly when we have strong feelings about a subject. ? ?Someone who believes the PPACA is a long-overdue step toward remedying the profound injustices of the American health care system is not predisposed to embrace arguments that the PPACA is unconstitutional. ?And if those same academics both lack colleagues with opposing points of view and have no particular professional interest in making sure they fairly consider the other side, it is easy for them to overlook the strength of opposing arguments and reduce them to caricatures. ?Ridiculing the need for a limiting principle or other anti-mandate arguments may get approving nods in the faculty lounge, but, as we saw this week, it won?t receive an equally warm welcome in court.

Moderates and conservatives were the most able to think like their liberal political opponents. ?Liberals,? he reports, ?were the least accurate, especially those who describe themselves as ?very liberal.??

I?ve certainly witnessed the phenomenon Haidt describes, but generally assumed it was limited to certain contexts in which there are numerical imbalances between those on the left and the right that affects the degree of interaction people have with those of differing views. FDA rejects call to ban BPA from food packaging

(AP) ? The Food and Drug Administration has rejected a petition from environmentalists that would have banned the plastic-hardening chemical bisphenol-A from all food and drink packaging, including plastic bottles and canned food.

The agency said Friday that petitioners did not present compelling scientific evidence to justify new restrictions on the much-debated chemical, commonly known as BPA, though federal scientists continue to study the issue.

The Natural Resources Defense Council's petition was the latest move by public safety advocates to prod regulators into taking action against the chemical, which is found in everything from CDs to canned food to dental sealants.

About 90 percent of Americans have traces of BPA in their bodies, mainly because it leaches out of food and beverage containers.

Some scientists believe exposure to BPA can harm the reproductive and nervous systems, particularly in babies and small children, potentially leading to cancer and other diseases. They point to results from dozens of BPA studies in rodents and other animals.

But FDA reiterated in its response that that those findings cannot be applied to humans. The agency said the studies cited by NRDC were often too small to be conclusive. In other cases they involved researchers injecting BPA into animals, whereas humans ingest the chemical through their diet over longer periods of time. The agency also said that humans metabolize and eliminate BPA much more quickly than rats and other lab animals.

"While evidence from some studies have raised questions as to whether BPA may be associated with a variety of health effects, there remain serious questions about these studies, particularly as they relate to humans," the agency said in its response.

The Natural Resources Defense Council petitioned the FDA in 2008 to ban BPA as a food additive, including all uses in food or beverage packaging. Petitions on various safety issues are routinely filed by advocacy groups, companies and even individuals. When the FDA failed to respond within the required timeframe, the environmental group sued the agency. In December a federal judge ruled that the agency had to respond by the end of March.

"The FDA is out-of-step with scientific and medical research," said Dr. Sarah Janssen, NRDC's senior scientist for public health. "This illustrates the need for a major overhaul of how the government protects us against dangerous chemicals."

FDA officials stressed that their assessment of BPA is ongoing, and they expect to issue another update later this year based on their most recent findings. The agency's last official statement was that there is "some concern" about BPA's effects on infants and young children.

The government is spending $30 million to conduct additional studies on the chemical's impact on humans. Several federal studies published in the last two years suggest that even human embryos retain far less BPA than other animals.

Many companies have already responded to consumer demand by removing BPA from their products. In 2008, Wal-Mart Stores Inc. and Toys "R'' Us said they began phasing out bottles, sippy cups and other children's items containing BPA. By the end of 2009, the six leading makers of baby bottles in the U.S. went BPA-free. Earlier this month Campbell's Soup said it would begin removing BPA from its most popular soups, though it did not set a time frame.

But the vast majority of canned goods in the U.S. are still sealed with resin that contains BPA to prevent contamination and spoiling. Canned food manufacturers have used the chemicals since the 1950s, and the practice is approved by the FDA. The chemical industry says BPA is the safest, most effective sealant.

Some manufacturers have begun switching to alternatives. Heinz reportedly uses BPA-free coatings for its Nurture baby formula cans, and ConAgra and General Mills say they have switched to alternative sealants for some canned tomatoes.

The federal government has been grappling with the safety of BPA for more than four years. The FDA revised its opinion on BPA in 2010 saying there is "some concern" about the chemical's impact on the brain and reproductive system of infants, babies and young children. Previously the agency said the trace amounts of BPA that leach out of food containers are not dangerous.

While older children and adults quickly eliminate the chemical through their kidneys, newborns and infants can retain it for longer. Scientists pushing for a ban on the chemical argue that BPA mimics the effects of the hormone estrogen, interfering with growth.

(AP) ? Speaking to the microphones intentionally this time, President Barack Obama on Tuesday assured he had no hidden agenda with Russia for a second term, seeking to contain a controversial gaffe that bounded all the way to the campaign trail at home and back again.

Obama got caught on tape Monday telling Russian President Dmitry Medvedev that he would have more room to negotiate on missile defense after getting through a November election, presumably expecting to win and not have to face voters again.

Obama's Republican rivals back home pounced, accusing him of secretive plotting and dealing over American national security. So one day later, with Medvedev at his side again, Obama tried some on the record candor and humor to put it all to rest.

The president's explanation: He wants to work with Russia on the deeply divisive issue of a missile defense shield in Europe, knowing only by building trust first on that matter can he make gains on another goal of nuclear arms reductions. And there's no way to expect progress during the politics of this election year, so he is already looking to 2013.

"This is not a matter of hiding the ball," Obama said, well aware of criticism erupting at home. "I'm on record."

Still, Obama had not meant for his initial political assessment to be heard. It was picked up by live microphones during a meeting with Medvedev and soon shot around the world. "This is my last election," Obama was heard telling Medvedev, Russia's outgoing president. "After my election, I have more flexibility."

Obama showed up at a nuclear security summit ready to clarify his caught-on-tape words even at the risk of overshadowing his message for a second day. He fielded a question but failed to address the presumptuousness of plotting out 2013 strategy with Russia when, in fact, he must win election again for any of that to matter.

For Russia, the issues of nuclear weapons reduction and the proposed missile shield are related. Russian fears of new U.S. missiles at its doorstep in Europe have helped to stymie further progress on nuclear arms reductions after a breakthrough agreement two years ago.

Obama said he wants to spend the rest of this year working through technical issues with the Russians, and said it was not surprising that a deal couldn't be completed quickly.

"I don't think it's any surprise that you can't start that a few months before presidential and congressional elections in the United States, and at a time when they just completed elections in Russia, and they're in the process of a presidential transition," Obama told reporters. He spoke after making a separate announcement on nuclear security.

The president also sought twice to dispense with the controversy with a dash of humor.

Before taking his seat at the nuclear summit, he caught Medvedev's eyes and said "Wait, wait, wait, wait." Obama then covered up his microphone and jest, enjoying a hearty laugh and handshake with the Russian leader.

And when he decided to offer his explanation about the flap, Obama said, "first of all, are the mics on?"

Obama's candid remarks Monday illustrated the political constraints that hem in any president who is running for re-election and dealing with a congressional chamber ? in this case, the House ? controlled by the rival party.

Republicans have fought Obama fiercely on health care, taxes and other issues. They are eager to deny him any political victories in a season in which they feel the White House is within reach.

Mitt Romney, the leading Republican contender to face Obama this fall, told a San Diego audience the unguarded comments were "an alarming and troubling development."

"This is no time for our president to be pulling his punches with the American people, and not telling us what he's intending to do with regards to our missile defense system, with regards to our military might and with regards to our commitment to Israel," Romney said.

Romney, a former Massachusetts governor who often faces charges of having been flexible on his own policies over the years, also issued a statement saying Obama "needs to level with the American public about his real agenda."

Republican presidential candidate Newt Gingrich also questioned Obama's motives.

"I'm curious, how many other countries has the president promised that he'd have a lot more flexibility the morning he doesn't have to answer to the American people?" Gingrich said on CNN.

Neither Obama nor Medvedev knew they were being heard when they conferred quietly at what was billed as their last meeting of Medvedev's presidency. He leaves office in May, to be replaced by the incoming Vladimir Putin.

According to ABC News, Medvedev replied in English: "I understand. I will transmit this information to Vladimir."

Obama said the way the Republicans seized on his open-mic comments only made his point that the atmosphere is too politicized right now to advance arms control with Russia.

"The only way I get this stuff done is if I'm consulting with the Pentagon, if I'm consulting with Congress, if I've got bipartisan support, and the current environment is not conducive to those kinds of thoughtful consultations," Obama said. "I think we'll do better in 2013."

There, again, Obama's remarks suggested he feels good about his re-election prospects.

Banks see an opportunity in Africa

For Princess Moyo, who lives in a shack in a Johannesburg settlement infamous for poverty and crime, the bank account she opened several months ago means security.

"In Diepsloot, there's lots of criminals," she said. "If they break into my house, they won't find money. The money's in the bank."

Not long ago, banks here were unconcerned with providing services for people like Moyo, a 34-year-old with an easy smile. But banks across Africa increasingly see opportunity in the slums.

The spread of mobile phones has made it easier for the poor of the continent to maintain bank accounts. Africa's middle class is growing, too, and millions of people need a way to amass and maintain their money.

African banks, which have attracted international attention for resilience in the difficult global economy, are also providing advice on multi-billion-dollar deals involving foreign companies looking for business on the continent.

Late last year, one of Africa's largest banks, Standard Bank of South Africa, announced it had secured a $125 million loan from 18 banks around the world, a demonstration of the confidence of foreign investors.

Most African banks had little exposure to the global risks that have weakened Western banks, said African Development Bank chief economist Mthuli Ncube. Instead, he said, they have expanded beyond their borders within the continent.

They have found plenty of business. The economies of sub-Saharan Africa are expected to grow 5.5 percent this year. That is second only to Asian developing countries, which are expected to grow 7.3 percent. The global average is 3.3 percent.

The number of Africans with enough disposable income to be called middle-class has been increasing about 3.8 percent a year since the 1980s, Ncube said, slightly ahead of population growth. Banks and other business see a market there.

Among the poor, Kenya has been a hub for financial innovations. When the telephone company Safaricom introduced M-Pesa in 2007, it was the first mobile money transfer system of its kind.

Now M-Pesa - pesa means money in Swahili - "is part of the local parlance, and it means money transfer," said Anthony Mwai, IBM's manager for East Africa. IBM has been expanding business with African banks.

In a practice now common around the world, users load money onto their phones at small brokers or from bank accounts. Then they use it to pay rent or bills, or send money to another M-Pesa user, who can visit a broker to get cash.

Banks that once saw M-Pesa as competition have gone into partnership with Safaricom. Such innovations have allowed banks to reach customers without building branches in places like Diepsloot.

For the most part, African banks haven't experienced problems that befell their Western counterparts.

Ncube, of the African Development Bank, said African central banks are generally cautious, perhaps because many African economies have been through painful restructurings at the hands of the International Monetary Fund, something some European economies are now confronting. Banking regulations reflect the caution, and African banks have kept a tight rein on lending.

The poverty of many African countries has meant their economies and banks are somewhat isolated from global trends, while China's growing appetite for raw materials has benefited African producers of minerals and timber.

Still, in 2009, Nigeria's central bank had to provide a $2.55 billion bailout for troubled banks. Analysts blamed lax regulations exploited by corrupt bankers. Ncube insisted that Nigeria's central bank did the right thing in the end.

Tropical themes are becoming an increasingly popular design style for homes and gardens. The world's recent economic challenges have homeowners rethinking taking expensive vacations. Instead, many of them are choosing to invest in home improvements that will enhance the quality of their life at home. Thatch is most often made from cured palm leaves. The palm leaves are harvested, boiled and laid out in the sun to dry. Army: PTSD treatable; some diagnosed return to war

(AP) ? It is still not known if the soldier accused of killing 17 Afghans was ever diagnosed with post-traumatic stress disorder ? but even if he had been, that alone would not have prevented him from being sent back to war.

The Army diagnosed 76,176 soldiers with PTSD between 2000 and 2011. Of those, 65,236 soldiers were diagnosed at some stage of their deployment.

Many returned to the battlefield after mental health providers determined their treatment worked and their symptoms had gone into remission, Army officials and mental health professionals who treat troops say. The Army does not track the exact number in combat diagnosed with PTSD nor those who are in combat and taking medicine for PTSD.

The case of Sgt. Robert Bales has sparked debate about whether the Army failed in detecting a soldier's mental instability or pushed him too far. The Army is reviewing all its mental health programs and its screening process in light of the March 11 shooting spree in two slumbering Afghan villages that killed families, including nine children.

For some Americans, Bales is the epitome of a soldier afflicted by war's psychological wounds, pushed by the Army beyond his limits.

Bales' attorney says he does not know if his client suffered from PTSD but his initial statements appear to be building a possible defense around the argument that the horrific crime was the result of a 10-year military veteran sent back to a war zone for a fourth time after being traumatized.

Mental health professionals say it's reasonable to consider PTSD but it was likely not the sole factor that sent the 38-year-old father from Washington state over the edge. Still, there is much that is not known about the psychological wounds of war and how they can manifest themselves, and even less is known about the impact of multiple deployments.

Military officials say they have to rely on their mental health experts to decide whether someone is mentally fit to go back into war, and they cannot make a blanket policy of not redeploying troops diagnosed with PTSD. The provider makes a recommendation, but the ultimate decision to deploy a soldier rests with the unit commander.

Army Secretary John McHugh told Congress this week that "we have in the military writ large over 50,000 folks in uniform who have had at least four deployments." Some have served double-digit deployments, where they witnessed traumatic events.

"People do not understand that you can be treated for PTSD," said Dr. Heidi Kraft, who cared for Marines in Iraq in 2004 as a Navy combat psychologist. "It's a matter of turning a traumatic memory into just that ? a memory rather than something that haunts you.

"You can't say the person hasn't live through trauma, but symptoms can go completely into remission, where a person is very functional and in fact emerges from treatment better or more resilient. There is the misconception out there that if you have this diagnosis, you will always be disabled, and that's just not true."

It also depends on the severity of the PTSD, which can last anywhere from months to years.

Some troops treated for PTSD yearn to return to the battlefield where they feel more comfortable surrounded by their fellow troops and on a mission than in the unsettling quiet of their home life, mental health professionals say.

But Bales' attorney said that was not the case with his client.

John Henry Browne of Seattle said Bales had suffered injuries during his deployments, including a serious foot injury and head trauma and did not want to go on a fourth tour.

Military officials insist that Bales had been properly screened and declared fit for combat.

Army officials say soldiers sent to war may be checked up to five times, including before being deployed, during combat, once they return home, and six months and a year later. The Army screens soldiers for depression and PTSD, asking questions to find out about any social stressors, sleep disruption and other problems. Those who are detected as having problems go on to a second phase of screening.

Officials say, however, that no test is considered diagnostically definitive for mental illness in general or PTSD in particular.

Critics say the Army has a history of bandaging the problem and rushing troops back into combat by loading them up on prescription drugs. Military courts also do not recognize PTSD as a legitimate defense, said attorney Geoffrey Nathan, who has represented a number of court-martialed troops.

"They're still in a state of denial as to what combat soldiers go through in the field of battle," Nathan said.

The Army says it's committed to the health of the force, pointing out it has invested $710 million in behavioral health care and doubled the number of mental health workers since 2007.

"The Army has a robust policy to return soldiers who are fit for duty to combat units as soon as possible," said Army spokesman George Wright. "If a soldier has a broken leg, and he is healed, and fully capable of conducting the mission, he's eligible to return to duty. It's the same when qualified medical doctors, psychologists or psychiatrists determine a soldier suffering from a behavioral health disorder is healed. If he displays the signs that he's fully capable of accomplishing the mission as a solider, he'll be returned to duty."

Treatment can result in cure for some patients with PTSD, but more often results in improvement in symptoms and functioning, not a complete cure, according to the Army. PTSD can recur after treatment on exposure to other traumatic events or stressors. According to some studies, up to 80 percent of people with PTSD also suffer from another psychiatric disorder, making it challenging to make an accurate diagnosis.

The Army says its doctors look at a soldier's current clinical condition and rely heavily on the soldier telling the provider whether symptoms have subsided. The Army says it recognizes that deploying a soldier who is not medically ready puts both the individual and unit at risk.

PTSD is a condition that results from experiencing or seeing a traumatic event, whether it's being in a car crash or witnessing a battlefield casualty.

Browne said a fellow soldier's leg had been blown off days before the rampage and Bales had seen the wounds. A U.S. defense official said it is likely that a soldier from Bales' unit suffered a leg wound a day or two before the March 11 shootings, but military officials have no evidence that this has any connection to the massacre.

Bales also remembers very little or nothing from the time the military believes he went on the rampage, according to his attorney.

Not remembering a traumatic event or avoiding the memory is a classic symptom of PTSD, along with recurrent nightmares, flashbacks, irritability and feeling distant from other people.

But mental health experts believe other factors were at play. Bales' personal history shows he had a past assault case involving a casino bouncer that required anger management classes. Another assault allegation involved a woman and her boyfriend outside a bowling alley but ultimately didn't result in charges. He also had financial troubles.

Those who suffer from PTSD are prone to acting out, according to the Department of Veterans Affairs National Center for PTSD. But the violent behavior is usually against family members or fellow troops, not strangers, mental health professionals say.

Dr. Harry Croft, a San Antonio, Texas, psychiatrist who has diagnosed 7,000 veterans with PTSD for the Veterans Affairs Department and written the book "I Always Sit With My Back to The Wall" about PTSD said the case has set back years of work to erase the perception that veterans are walking time bombs who can go off without warning. Veteran advocates point to one tabloid headline labeling the then-unidentified suspect "Sergeant Psycho."

That stereotype, they say, has caused employers to shy away from hiring veterans returning from war and steered singles away from getting involved in relationships with them.

"Even the most severe cases of PTSD alone would not have caused such a heinous act like this," Croft said. "Something else was definitely going on, most probably severe depression, psychosis, substance abuse or he received some terrible news from home that pushed him over the edge."

Analysis: Why N. Korea's planned rocket test matters

SEOUL, South Korea -- North Korea may have the bomb, but it hasn't perfected ways to put one onto a missile that could strike faraway enemies like the United States.

This is why Pyongyang's announcement that it will launch a satellite on a long-range rocket next month is drawing so much attention: Washington says North Korea uses these launches as cover for testing missile systems for nuclear weapons that could target Alaska and beyond.


Although North Korea isn't on the official agenda of next week's Nuclear Security Summit in the South Korean capital, here's a look at why the launch will be a major point of discussion when President Barack Obama and other world leaders gather in Seoul:

THE HISTORY
North Korea has spent decades trying to perfect a multistage, long-range rocket.

Next month's launch ? set to happen around the April 15 centennial of the birth of founder Kim Il Sung ? would be the fourth of its kind since 1998, when Pyongyang sent a long-range rocket hurtling over Japan.

A 2006 test was considered a failure, but North Korea grabbed attention shortly after with its first nuclear test blast. The U.N. Security Council later banned North Korea from any further nuclear or ballistic missile testing.

North Korea's third launch, in 2009, was considered a partial success, with two of the three stages pushing the rocket over the Pacific. The third stage failed, and, despite North Korea's claims of success, no satellite was put into orbit, the U.S. North American Aerospace Defense Command said.

That test was condemned by the U.N. Security Council. Pyongyang protested that it was testing satellite technology for peaceful purposes. It subsequently abandoned six-nation nuclear disarmament talks and, weeks later, carried out a second nuclear test.

The next year saw violence blamed on North Korea that killed 50 South Koreans, including an attack on a warship and the North's shelling of a front-line island.

THE TECHNOLOGY
Experts and governments will scrutinize next month's launch of what the North's state media call an Unha-3 rocket, presumably the next version of the Unha-2 rocket used in the 2009 test.

Unha-2 represented a significant advancement over previous rockets, according to an analysis written by missile experts David Wright and Theodore Postol. It was roughly 100 feet long and may have been designed around Soviet missile components, the writers said.

Next month's rocket is set to fire from a new site on the North's west coast, according to GeoEye and Google Earth satellite imagery posted by Tim Brown, an analyst for GlobalSecurity.org. The Tongchang-ri site is about 35 miles from the Chinese border city of Dandong, across the Yalu River from North Korea.

Positioned only 45 miles from the North's main Yongbyon nuclear complex, it has better roads and facilities, and allows a southerly flight path that keeps the rocket from flying over other countries, according to Wright, technical researcher at the Union of Concerned Scientists.

The new rocket will probably have better boosters and engines ? and might even succeed in putting a satellite into space if it contains one, said Sohn Young-hwan, a South Korean rocket scientist who heads the privately funded Institute of Technology and Management Analysis in Seoul.

North Korea may have loaded the rocket's third stage with more fuel to increase capability, Wright said by email, part of improvements that "would translate to greater range if that technology was used to build a long-range ballistic missile."

North Korea says the launch is meant to contribute to "international trust and cooperation in the field of space scientific researches."

But because ballistic missiles and rockets in satellite launches "share the same bodies, engines, launch sites and other development processes, they are intricately linked," said Mark Fitzpatrick, an analyst at the International Institute for Strategic Studies.

THE HURDLES
So far, Pyongyang can only deliver a nuclear bomb "by boat, by van or by airplane, not by missile," said Hecker, the nuclear scientist.

After half a century of persistence, North Korea is thought to have a fairly small nuclear arsenal.

While it has enough plutonium for about four to eight "simple" bombs similar to what the U.S. dropped on Nagasaki in 1945, Hecker estimates, it doesn't yet appear to have the ability to make bombs small enough to mount on a missile.

Miniaturized warheads would require more nuclear tests, and Hecker warns that if North Korea breaks its nuclear test moratorium, "it will almost certainly be a test of a miniaturized design."

THE DIPLOMACY
Governments and experts are worried that a new rocket launch will spur a chain of events that will mirror 2009, resulting in a breakdown of diplomacy, another nuclear test and soaring tensions, threats and bloodshed.

The United States has warned the launch would jeopardize a diplomatic deal settled last month that would ship U.S. food aid to the impoverished North in exchange for a moratorium on missile and nuclear tests, as well as a suspension of nuclear work at Yongbyon.

U.S. officials will be pushing China to pressure its ally Pyongyang, and President Barack Obama is expected to raise the issue during a key meeting with Chinese President Hu Jintao on the nuclear summit's sidelines. There could also be meetings among the U.S. and its Asian allies, Japan and South Korea.

Hecker says a launch "makes a mockery" of the U.S.-North Korea nuclear deal.

"You use the same technology in long-range rockets that you do in long-range missiles," he said. "The only difference is what you put on top."
