Italy prosecutor probing only previous Monte Paschi management

SIENA, Italy (Reuters) - A probe by Italian magistrates into scandal-hit bank Monte dei Paschi di Siena concerns only the lender's previous management, Siena public prosecutor Tito Salerno said in a statement on Wednesday.

Prosecutors in Siena, where the 540-year-old lender is based, are investigating allegations of corruption in the 2007 acquisition by Monte Paschi of smaller lender Antonveneta as well as fraud in connection to derivatives trades.

  • For decades researchers assumed that highly reactive molecules called free radicals caused aging by damaging cells and thus undermining the functioning of tissues and organs.
  • Recent experiments, however, show that increases in certain free radicals in mice and worms correlate with longer life span. Indeed, in some circumstances, free radicals seem to signal cellular repair networks.
  • If these results are confirmed, they may suggest that taking antioxidants in the form of vitamins or other supplements can do more harm than good in otherwise healthy individuals.

David Gems's life was turned upside down in 2006 by a group of worms that kept on living when they were supposed to die. As assistant director of the Institute of Healthy Aging at University College London, Gems regularly runs experiments on Caenorhabditis elegans, a roundworm that is often used to study the biology of aging. In this case, he was testing the idea that a buildup of cellular damage caused by oxidation?technically, the chemical removal of electrons from a molecule by highly reactive compounds, such as free radicals?is the main mechanism behind aging. According to this theory, rampant oxidation mangles more and more lipids, proteins, snippets of DNA and other key components of cells over time, eventually compromising tissues and organs and thus the functioning of the body as a whole.

Gems genetically engineered the roundworms so they no longer produced certain enzymes that act as naturally occurring antioxidants by deactivating free radicals. Sure enough, in the absence of the antioxidants, levels of free radicals in the worms skyrocketed and triggered potentially damaging oxidative reactions throughout the worms' bodies.

Windows Mail for example, provides junk email options for customers. Under the heading ?Tools? you could click on ?Junk-Email Options? and then choose how you would like to deal with potential spam via a list of choices.

No automatic filtering

The first, but least safe option is to employ no automatic filtering. This would mean that you received all mail routinely whether it was junk or not. However, you could still block known spammers and other senders from whom you didn?t want to receive mail.

The second option is low filtering. This involves moving obvious spam to a junk folder. Low filtering can be useful if you don?t want to miss emails you want to receive that could otherwise be presumed to be junk if a higher filtering capacity was employed.

High filtering

High filtering is a great way to catch almost all forms of junk email, but it can sometimes result in messages you would have liked to receive being lost as well.

Safe list filtering should be used if you only want to receive mail from people you know and have placed on a safe list. Any other mail is automatically filtered.

Permanent removal

The final option Windows offers is to opt for permanent removal of unsolicited mail. Such mail doesn?t go into a junk folder for you to check. Instead, all unsolicited messages and spam are permanently deleted before you get to see them.

Like Windows Mail, most email programs allow people to select filtering options of their choice to suit their needs. Not choosing to use a filtering system at all can be a mistake, as viruses and annoying mail are generally posted electronically to email users en masse in this fashion.

Deciding which filtering option is best for you and employing it straight away when you open an email account can be wise. By perusing the selection of choices offered by your email program regarding junk mail, you can effectively avoid most spam and safeguard your time, energy and safety as an email receiver.

Kenya elections observers to enhance transparency

NAIROBI, Kenya (AP) ? An official says Kenya's March elections will be closely monitored by the international community and local groups to help identify potential problems that may lead to tensions in the electoral process.

Five years ago a flawed presidential vote sparked off protests and ethnic fighting that killed more than 1,000 people and drove 600,000 others from their homes.

The Independent Electoral and Boundaries Commission said Monday more than 1,014 international observers and more than 10,000 local observers have been accredited, and more applications for observers were still being processed. Tabitha Mutemi, the commission's communication director says the observers will enhance the transparency of the vote.

The European Union and the U.S. are among the nations that announced that they will send observers to monitor the elections.

Police: Brazil nightclub fire kills at least 245

Police have recovered 245 bodies after a fire swept through a Brazilian nightclub. An estimated 900 people were inside at the time and most of the victims were trampled as they attempted to escape. MSNBC's TJ Holmes reports.

At least 245 people were killed after a band?s fireworks show sparked a rapidly moving fire in a packed nightclub in southern Brazil and fleeing patrons were unable to find their way out, local police told NBC News.

The toll was expected to rise, police said.


The bodies removed from the Kiss nightclub in the southern city of Santa Maria were taken to a gymnasium for identification, police said.

Major Gerson da Rosa Ferreira, who led rescue efforts at the scene for the military police, told Reuters that the victims died of asphyxiation or from being trampled.?

In addition to the number of deaths, at least?200 people were injured, police and firefighters told The Associated Press.

Television footage monitored by Reuters overnight showed people crying outside the club as shirtless firefighters used sledge hammers and axes to knock down an exterior wall to open up an exit.?

Rodrigo Moura, who the newspaper Diario de Santa Maria identified as a security guard at the club, said it was at its capacity of between 1,000 and 2,000 people and patrons were pushing and shoving to escape, the AP reported. Police estimated the crowd at some 900 revelers.

"It was really fast. There was a lot of smoke, really dark smoke," survivor Aline Santos Silva, 29, told Globonews TV. "We were only able to get out quickly because we were in a VIP area close to the door."?

President Dilma Rousseff cut short a visit to Chile and was returning to Brazil following the blaze, her spokesperson said.?

"It is a tragedy for all of us. I am not going to continue in the meeting (in Chile) for very clear reasons," she said.

?Sad Sunday!? Tarso Genro, the governor of Rio Grande do Sul state where the club is located, tweeted. ?We are taking all of the possible and appropriate actions,? the tweet read, according to a rough translation by NBC News. ?I will be in Santa Maria later this morning.?

The precise cause of the fire was still under investigation, authorities said. But Luiza Sousa, a civil police official in Santa Maria, told Reuters that the blaze started when someone with the band ignited what was described as a flare, which then set fire to the ceiling. The fire spread "in seconds," Sousa said.?

The tragedy in Brazil recalled other nightclub disaster. A fire in West Warwick, Rhode Island, in 2003 killed 100 people after pyrotechnics used on stage by the rock band Great White set ablaze foam used for soundproofing on the walls. A Buenos Aires nightclub blaze in 2004 killed nearly 200 people.?

Reuters noted that Brazil's safety standards and emergency response capabilities are under particular scrutiny as the country prepares to host the 2014 World Cup soccer tournament and the 2016 Summer Olympics.?

The Brazilian state?s Health secretary, Ciro Simoni, told the news service that emergency medical supplies from all over the state were being sent to the scene.?

The issue of crime and security continues to be uppermost in the minds of most Guyanese citizens. Today, the AFC offers the following recommendations as first outlined in our Action Plan of 2011.
We look forward to seeing the Government?s current plan as referred to by the Minister of Home Affairs and hope that in the coming months all Guyanese ? women suffering domestic abuse, miners in the fields and many more, might begin to feel safer at home.

Crime solutions are vital to the revival of the nation. Crime is stifling genuine investment opportunities, affecting the well-being of our working people and is one of the principal contributors to skilled human capital migrating from Guyana.
The increase of deadly crimes under the current administration has seen very few criminals brought to justice and levels of domestic violence are now out of control.
General Strategies
The AFC plans to confront organised crime and redress the breakdown of law and order by:
1. Increasing substantially law enforcement officers? salaries;
2. Giving the DEA permission to set up a local facility;
3. Re-engaging the British, USA and other friendly Governments for technical and financial assistance to reform the Joint Services;
4. Removing corrupt officers from the Joint Services;
5. Mandating a jail term of life in prison after three convictions for violent felonies;
6. Extraditing drug kingpins and terrorists;
7. Putting more police officers on the street by hiring civilians for desk work;
8. Boosting the efficiency, operation and powers of the Police Complaints Authority to ensure that all complaints are brought to finality and make it accessible to citizens;
9. Facilitating a system that would allow members of the Joint Services to work in the administrative region of their choice where practical;
10. Establishing a Group of Forensic Auditors to reduce corruption and white collar crimes and facilitate civilian oversight.
Strategy Number One: Empowering Agencies and Institutions
1. Establish a Ministry of Justice and National Security (MJNS) to better coordinate all aspects of public safety, border security, and public order;
2. Develop a National Security Strategy (NSS);
3. Appoint a specialised Anti-Crime Unit (ACU) comprising GDF and GPF personnel in all Police Divisions and to be headed by a GDF officer on secondment to confront violent and armed criminals;
4. Establish a unified Drug Enforcement and Control Agency (DECA) to coordinate and execute drug enforcement policy between the Customs Anti-Narcotics Unit (CANU), the Police Anti-Narcotics Unit (PANU), DEA, INTERPOL and other agencies;
5. Establish a specialised Law Enforcement Academy (LEA) to train officers in crime investigation, intelligence gathering and forensics;
6. Create a special office within the Chambers of the Director of Public Prosecutions for the use of Special Prosecutors, to prosecute persons accused of certain categories of offences;
7. Start the Police/Schools partnership programme by assigning a dedicated officer to each school with whom they can work on ?Get to know the Police? workshops, etc;
8. Construct a modern prison with new, appropriate and humane facilities for women, juveniles and remand prisoners outside of the city;
9. Allow more prisoners to do community work and provide a nominal stipend at the end of their term;
10. Develop rehabilitation programmes in prisons and provide academic education, vocational and technical training for prisoners to better prepare them for reintegration into society.
11. Review the station bail and remand system and procedures.
Strategy Number Two: Legislation
1. Introduce legislation to legitimize and regulate Community Policing and establish Citizens Protection Units (CPUs) in keeping with best practices globally;
2. Review and consolidate all criminal law and criminal procedure-related legislation;
3. Implement an amnesty programme for the surrender of illegal weapons, which will be backed by a ?Voluntary Weapons Collection? programme;
4. The Amnesty programme will be accompanied by a special fund to provide alternative opportunities for training, development of income-generating projects, credit etc. for youth at risk and sports, scouting, and other cadet-like schemes for youth in schools and religious organizations;
5. Pass Legislation to establish neighbourhood justice panels of village elders to adjudicate on petty matters such as anti-social behaviour and family disputes to free up the court?s time for more serious matter

Stress management techniques can be used to calm us down when we get stressed out. The next time you get stressed out, try to remember the following techniques and apply them to reducing your stress.

1.) Deep Breathing

When stress has you really wound up, try taking deep breaths through your diaphragm. Breathing will allow your body to calm down cause a direct stimulation of the parasympathetic nervous system, resulting in relaxation and a reversal of the changes seen with the stimulation of the sympathetic nervous system.

2.) Visualization

Instead of continuing to think about something that stresses you out, try changing your train of thought and visualize something makes you happy. Since it can usually be difficult to escape from the environmental stressors around us, trying escaping in your mind to a place that relaxes you. This doesn't mean that you're suppressing your feelings, you are calming and learning to control them.

3.) Meditation

Meditation may be one of the most calming and powerful stress management techniques there is. Meditating properly allows you to let go of your worries and go to your ultimate point of relaxation. Try meditating in a quiet area where you know there will be no distractions. Sit straight up on a flat surface and align your spine with the ground, keeping your feel flat on the floor. You want to focus strictly on your breathing from this point on, and maintain a deep breathing pattern from within your diaphragm. If done accurately, you will fully experience the power of meditation. This doesn't work for everyone on the first try, so remember to practice on a daily basis.

4.) Yoga

Yoga is a combination of physical activity and the three tips we have already discussed so far, and promotes and overall sense of well-being. Yoga strengthens body and mind health and allows you to become more in touch with yourself.

Don't give up after the first time if these techniques fail to work. Practice makes perfect, and practicing these techniques in your free time can put you one step closer to managing your stress.

Prostate cancer cells thrive on stress | Science Codex

Prostate cancer patients have increased levels of stress and anxiety; however, several recent studies have found that men who take drugs that interfere with the stress hormone adrenaline have a lower incidence of prostate cancer. In this issue of the Journal of Clinical Investigation George Kulik and colleagues at Wake Forest University examined the relationship between stress and cancer progression in a mouse model of prostate cancer. Kulik and colleagues found that mice that had been subjected to stress (exposed to the scent of a predator) exhibited a significantly reduced response to a drug that induces cancer cell death compared to their unstressed counterparts. Administration of adrenaline also blocked cancer cell death. Conversely, drugs that inhibited adrenaline signaling ablated the effect of stress on prostate cancer. These findings suggest that beta-blockers, which are used for the treatment of high blood pressure and block the effects of adrenaline, could increase the efficacy of anti-cancer therapies. In a companion commentary, Anil Sood and colleagues at MD Anderson Cancer Center discuss additional studies that will be required to move these findings from bench to bedside.

Caught on video: Teen rescued from torrent

An impulsive swim with a friend in a flooded Queensland creek left a 14-year-old by desperately clinging to a tree until police and firefighters were able to reach him and pull him from raging floodwaters. NBC's Sara James reports.

A teenage boy left clinging to a tree in a raging torrent of floodwater in Australia was pulled to safety in a dramatic rescue Friday.

As the teen was being brought to dry land ? in scenes caught on video -- the emergency worker who saved him was swept away by the churning mass of brown water in Rockhampton, Queensland.

The rescuer went under a nearby bridge but managed to reach safety moments later.

The AFP news agency reported that in total there were 20 water rescues across Queensland state Thursday night and early Friday, including a woman and two children trapped in a car and seven people in two flooded houses.

Australia?s Bureau of Meteorology said nearly a foot of rain had fallen in Yeppoon, north of Rockhampton, since early Thursday, the AFP reported. The area is being hit by the remains of tropical cyclone Oswald.

One rescuer told the Australian Broadcasting Corporation?that the boy rescued in Rockhampton was lucky to be alive. ?The current was so strong, it just took him away,? Brett Williams said.

In the video of the rescue, the boy is seen holding onto a tree amid the rushing waters.

A rescuer goes out to him and a yellow rope is seen in the water.

The two then let go of the tree and make their way to land, at times appearing to be engulfed by the waters.

'He's good, he's good'
But, as the rescuer in the water tries to transfer the teen to others on the land, he is suddenly swept away.

?He?s going under the bridge,? a voice is heard saying.

Other rescuers run after him, and moment later one is heard saying, ?He?s good, he?s good.?

The Australian broadcaster reported that ?huge rainfall totals? were expected over the weekend as Oswald tracks south, with Queensland Premier Campbell Newman warning that the state?s largest city Brisbane could be hit by flooding.

AFP said 30 people were killed and more than 2.5 million people were affected by floods in Queensland two years ago.

The data relates to Fixed-Odds Betting Terminals where gamblers can bet up to ?100 every 20 seconds on casino-style games such as roulette.

The figures are from research drawn up by the Campaign for Fairer Gambling, which believes the machines are fueling gambling problems and creating problem gamblers.

It wants much tighter regulation of the machines, which are found in licensed bookmakers.

And the figures come despite high levels of poverty and deprivation in the city.

One in five children in Plymouth live in poverty according to a deprivation map published by the Campaign to End Child Poverty.

And according to the NHS more than 70,000 people in Plymouth live in the country?s most deprived conditions - with one community in St Peter's and the Waterfront counted among the 1% of the most deprived areas in the entire country.

The Campaign for Fairer Gambling data shows that in Plymouth Moorview there are 15 FOBT machines in four betting shops and in Sutton and Devonport there are 44 machines in 12 shops.

In Moorview gamblers spent ?21,624,027 and in Sutton and Devonport the figure was ?64,872,080.

On top of the figures for Plymouth - there is one licensed bookmakers with four machines in South West Devon where ?5,406,007 was spent last year; there are five shops in South East Cornwall with 18 machines and ?27,030,033 was spent last year; there are four shops in Torridge and West Devon with 15 machines and ?21,624,027 was spent last year.

Adrian Parkinson, Campaign for Fairer Gambling Consultant said:?Fixed Odds Betting Terminals (FOBTs) are touch-screen roulette and casino gaming machines in betting shops, on which it is possible to stake up to ?100 every 20 seconds. The high stakes and speed of play have led to the machines being called ?the crack cocaine of gambling?, and the Gambling Act 2005 limits each betting shop to four FOBTs ? so bookies leapfrog regulations by opening up as many shops as possible, which is why we get clustering, especially in poorer areas as our research has shown. In 2007, a Scoping Study into the Gambling Act recommended FOBTs be ?closely monitored? because of international research that suggested they had features that could create more problem gamblers. However, no such monitoring has taken place, and the government is due to respond to a Select Committee report next week calling for the cap of four FOBTs per shop to be lifted as an ?anti-clustering measure?.

?We believe the only way to stop machine-driven proliferation of betting shops is to make the machines less profitable. So we recommend reducing to maximum stake from ?100 down to ?2, increasing the time between plays, and removing table game content ? all of these recommendations would bring B2 machines in line with other Category B machines.?

A spokesman for the Association of British Bookmakers told the Daily Mail: "The industry employs 45,000 people and supports a further 60,000 jobs in the economy.

"Our members pay ?1 billion in taxes, far more than any other comparable retail businesses."

Pope on social networking: the virtual is real

(AP) ? Pope Benedict XVI put church leaders on notice Thursday, saying social networking sites like Facebook and Twitter aren't a virtual world they can ignore, but rather a very real world they must engage if they want to spread the faith to the next generation.

The 85-year-old Benedict, who tweets in nine languages, used his annual message on social communications to stress the potential of social media for the church as it struggles to keep followers and attract new ones amid religious apathy, competition from other churches and scandals that have driven the faithful away.

Archbishop Claudio Maria Celli, head of the Vatican's communications office, cited a 2012 study commissioned by U.S. bishops that found that 53 percent of Americans were unaware of any significant presence of the Catholic Church online.

Other studies, Celli said, made clear that the "millennial generation" of people born after 1982 use Facebook, Twitter and YouTube far more than their parents as primary sources of information, entertainment and sharing political views and community issues.

"The digital environment is not a parallel or purely virtual world, but is part of the daily experience of many people, especially the young," Benedict said in his message. "Social networks are the result of human interaction, but for their part they also reshape the dynamics of communication which builds relationships: a considered understanding of this environment is therefore the prerequisite for a significant presence there."

Benedict himself still writes longhand, but he is a superstar online, with 2.5 million Twitter followers, nearly 11,000 of them following his Latin tweets alone. And under his pontificate, the Holy See has greatly increased its presence online, with YouTube channels, papal apps and an online news portal www.news.va that gathers all Vatican information in one place.

But the digital exposure hasn't come without risk or criticism: In the days after the Vatican announced that Benedict would respond to questions about faith on his first tweets from his (at)Pontifex handle last month, the Vatican was bombarded with threats of "Twitter bombs" from critics trying to scare the pope away from the online social forum.

"Leaving would've been a mistake," said Monsignor Paul Tighe, the No. 2 in the Vatican's social communications office. "It wouldn't have been fair to abandon all the people who joyfully welcomed the pope's message."

Celli acknowledged that much of the pope's message this year repeated exhortations from previous years about the need for respectful dialogue online, for users to present themselves authentically and to listen, not just preach.

"At first look it could look like reheated soup," Celli conceded. But he said that sometimes messages need repeating, particularly in the 2,000-year-old Catholic Church. "I don't want to make any particular revelations here, but don't believe that everything that is said is absorbed at the ecclesial level."

Celli noted, for example, that at a recent Vatican meeting of the world's bishops on spreading the faith, the recommendations for the church's social communications strategy "could have been written 30 years ago."

"That means that he who is intervening doesn't have the perception of what is happening today, in the sphere of social networking," Celli said. "That's a problem for us."

FCC application reveals Google's plans for campus-wide wireless network

Earlier this month, Google applied with the FCC to create an experimental wireless network on its Mountain View campus. The network will initially cover a 2 mile radius of the Googleplex, and will run on a specific set of frequencies -- 2524 to 2625MHz. The set of frequencies is a bit obscure and isn't actively being used by any major carrier or devices, that is except for Clearwire. So we know Google is making its own cellular network for use around its campus, but what everyone's really wondering is why are they doing it?

White House: Obama wouldn't block GOP debt bill

WASHINGTON (AP) ? The White House says a House Republican bill to extend the government's borrowing authority for three months still faces concerns in Congress but press secretary Jay Carney says that if it reaches President Barack Obama's desk, "he would not stand in the way of the bill becoming law."

The White House in the past has voiced reservations about a short-term debt ceiling extension. But on Tuesday, Carney said the three-month plan by House GOP leaders is significant because it "de-escalates the sense of conflict."

The government is on track to surpass its $16.4 trillion debt limit in late February or early March. Congressional Republicans had initially wanted to use a vote to extend the debt ceiling as leverage to win spending reductions, creating the threat of a first-ever government default.

MADISON, Wis. (AP) ? Stung by the overwhelmingly negative reaction to removing the name of original "Saturday Night Live" cast member Gilda Radner from a cancer support group's title, a Wisconsin chapter is borrowing one of the comedian's catch phrases for its next announcement: Never mind.

Gilda's Club Madison will remain just that, group leaders told The Associated Press on Wednesday. The board voted last week to keep the name after an avalanche of criticism in November when it announced it was switching to the more generic Cancer Support Community Southwest Wisconsin, in part out of concern that young people today were unfamiliar with Radner, who died of ovarian cancer in 1989.

"It really struck a chord with folks and all of us agreed we want people to come to Gilda's and get the help that they need," said Wayne Harris, chairman of the board for the Madison chapter. "If this is what it takes to make that happen, we're all as a group happy to make it happen."

The intention of changing to a broader name was honorable, Harris said. "In retrospect, we probably should have thought that through or understood it more," he said.

Anger over the name change, which was supposed to take effect this month, came from members of the local Gilda's Club chapter, fans of Radner who saw it as a slight to a woman who confronted cancer with dignity and humor, leaders of other clubs who reaffirmed their commitment to keeping the name, as well as Radner's husband, actor Gene Wilder.

"We started receiving emails right away," said Lannia Stenz, director of the Madison chapter. "For the most part it was simply asking 'Why did you do this? Please reconsider.' It was really, truly passionate feedback. We had some people who were angry but at the base of everything it was the love of Gilda and her story."

Reaction to the news led to a flurry of positive comments Wednesday on the Gilda's Club Facebook page and on Twitter.

Ron Nief, a professor at Beloit College in southern Wisconsin who has made a career out of studying how generations view the world differently, said he was glad to know that Radner still resonates with people and has not been forgotten.

But Nief also said he thought the decision to keep the name was more about securing future donations and less about honoring Radner.

"They are an organization that does very good work and in order to do it they have to raise money and the name is related to their ability to raise funds," Nief said.

Stenz, leader of the Madison chapter, said the potential loss of donations "was not as much of a factor in our decision to retain the name." She said it was driven more by feedback from its board, Gilda's Club members and people in the community.

Stenz and Harris said the goal of the name change was always about making clear the group's mission, not to remove Radner's memory.

"We were just talking about changing the name that we went by legally," Harris said. While Radner would have still been a part of the organization, "in the end, they want to see Gilda's name out front," he said.

Paintings and drawings of Radner line the walls of the Madison-area chapter, which is located in the suburb of Middleton. One depicts her on top of Madison's state Capitol. Another imagines her sitting along the shores of Lake Mendota on the University of Wisconsin-Madison campus.

The meeting rooms are named after her "Saturday Night Live" characters, including New York-street smart reporter Roseanne Roseannadana; speech-impeded talk show host Baba Wawa, a parody of Barbara Walters; and out-of-sync editorialist Emily Litella who would say, "Never mind," after being told of her confusion.

Radner was diagnosed with ovarian cancer in 1986. She sought support from The Wellness Community in California, and in 1991, her friends and family started Gilda's Club on the East Coast to honor her legacy. The name was inspired by something Radner said after her diagnosis: "Having cancer gave me membership in an elite club I'd rather not belong to."

Gilda's Club Worldwide merged with The Wellness Community in 2009, and the joint headquarters in Washington changed its name to the Cancer Support Community. Local chapters were given the choice of keeping their names or changing it. Of the 53 chapters worldwide, 23 are known as Gilda's Club.

Together, the chapters deliver $40 million a year in free care to about 1 million cancer patients and their families, said Linda House, executive vice president of the national Cancer Support Community. The Madison chapter has about 2,200 members.

Stenz said she hoped the Madison community that Gilda's Club serves will embrace its decision to keep the name.

As far as lessons learned from the experience, Harris had a simple takeaway: "We're not changing our name again."
